Item Alternative Dispute Resolutions Within Administrative Contracts: Attributes and Enforcements(Universul Juridic Publishing House, 2018) Cărăușan, Mihaela VictorițaThis study provides an overview of the attributes of the alternative dispute resolutions (ADRs), and attempts to address the missing information about the use of these methods in Romania. Particular attention is given to the arguments that take a dispute out of the court. ADR schemes are known as out-of court mechanisms, which have been developed across Europe to reach a peaceful agreement. ADR schemes usually use a third party such as an arbitrator, mediator or conciliator, negotiator to help the parties to reach an amicable settlement. The advantages of ADR schemes are that they offer more flexibility; they are cheaper, quicker and more informal than the court. Within the world based on the country development, legal culture and traditions, business environment, and other factors ADR techniques have evolved differently in each one of them, even in the countries which are member of the same legal family. This article defines the basic ADR traits and reviews the theory, history, controversies, and future of alternative dispute resolution processes in administrative contracts.Item Analiza orizontală a Web site-urilor primăriilor municipiilor din România (2024)(National University of Political Studies and Public Administration. Faculty of Public Administration, 2024) Vrabie, CătălinAvansul tehnologic a avut un impact semnificativ asupra furnizării serviciilor din sectorul public. Primăriile din România adoptă digitalizarea ca parte a strategiilor lor de dezvoltare, având ca scop implementarea platformelor web pentru servicii publice, sporind eficiența și accesibilitatea pentru cetățeni. Pandemia COVID-19 a accelerat această tranziție digitală, determinând instituțiile publice să treacă de la servicii livrate în format tradițional la servicii online. Acest studiu evaluează adaptabilitatea primăriilor din România la digitalizare, oferind noi perspective asupra rezilienței instituțiilor publice în fața schimbărilor tehnologice. Va fi analizată furnizarea de servicii prin portalurile web oficiale ale celor 103 municipii din România, folosind 23 de indicatori pentru măsurarea diseminării e-serviciilor în contexte locale. Cercetarea dezvăluie progrese semnificative în transformarea digitală a serviciilor în timp (2014-2023), cu majoritatea municipiilor oferind funcționalități online, precum plata impozitelor pe proprietăți, informații despre transportul public și documentația de stare civilă. De asemenea, cercetarea relevă disparități în calitatea și disponibilitatea serviciilor, sugerând necesitatea unor standarde uniforme de digitalizare. Concluziile au rolul de a oferi sprijin științific decidenților politici, sprijină instituțiile publice în avansarea furnizării de servicii digitale și contribuie la cercetarea tehnologiei în reforma sectorului public.Item Challenges in the Administrative Procedure of Trademark Registration at the World Intellectual Property Organisation(Journal of Public Administration, Finance and Law (JOPAFL), 2018) Budileanu, Cristiana Georgiana; Cărăușan, Mihaela VictorițaIntellectual property protection in an age of information in the cloud is a dynamic challenge for law and market. Business people are more engaged in the knowledge-based economies where intangible goods prevail and the intellectual property rights rules. Nowadays, not just the resulted goods and/or services are legally protected from other similar and/or identical subsequent ones, but also domain names. The study emphasises the legal steps which must be followed in the international procedure of trademark registration. The trademark was used either as business identifier or virtual advertisement, but currently it become the domain itself. Information flow is global and without spatial boundaries the protection of goods and/or services and domain name has to be internationally recognised. Intellectual property surrounds us in approximately everything we do, and we are surrounded by the results of human creativity and invention and almost all are registered trademarks. The article is a quest for understanding international trademarks and intellectual property protection in the digital age.Item Collaborative Public Administration-A Dimension of Sustainable Development: Exploratory Study on Local Authorities in Romania(MDPI, 2024-03-14) Berceanu, Ionuț Bogdan; Nicolescu, Cristina ElenaThe contribution of sustainable public administration to the promotion of sustainable development is increasingly emphasized in the literature, including through an emerging and facilitating concept: collaborative administration. The sustainability of public organizations and of the public interventions carried out by these organizations is a central pillar of a modern administrative model, the desideratum of any government agenda. For this reason, the aim of this paper is to contribute to a more nuanced view on the relationship of sustainable development-institutional sustainability-collaborative dimension, covering some gaps that prevail in the literature by contextualizing the theoretical hypotheses in a case study. The novelty and added value of the research lies in establishing links between these three concepts by referring to a fourth concept: organizational intelligence. The study uses theoretical instruments, such as a questionnaire based on the design model proposed by Lefter et al., for the indirect assessment of the collaborative dimension. The outcomes demonstrate that the collaborative dimension of a public organization can be quantified using the proposed model. Moreover, organizational plans that promote the sustainability of public administration and sustainable development are identified. However, additional complementary studies are required to further investigate the cause-and-effect relationship between sustainable development, institutional sustainability, and collaborative dimensions.Item GENERATIVE AI AND LABOUR MARKET RESEARCH INTEREST FRAMEWORK(De Gruyter Brill, 2024) Grigorescu, Adriana; Joița, FlorinaThis study investigates the intersection between generative artificial intelligence (GenAI) and labour market by developing a comprehensive framework to analyse the current state of scientific interest in this emerging topic. The research employs a quantitative methodology, using a comparatively implemented bibliometric analysis, thus examining two major databases, Web of Science and Scopus with the aim to provide a deeper understanding of academic landscape. The research focuses on the database with the largest number of relevant papers, providing insight into the concentration of academic activity in the field, both in terms of evolution over time, trends, countries, keywords and authors with the highest research impact. The research reveals a significant gap in the literature concerning the impact of GenAI in labour market, with only one small percentage of papers addressing this topic. Key findings include a rise in publications post-2018, particularly from the USA, Russia and China, and a lack of developed research networks. This article concludes the further exploration of the implication of GenAI on the labour market is needed, with potential directions for future researchItem Quality of Life Determinants in Spain's Smart Rural Areas During the Pandemic: A Better Alternative to Urban Living(MDPI, 2025) López-Ruiz, Victor-Raul; Alfaro-Navarro, Jose-Luis; Nevado-Peña, Domingo; Huete-Alcocer, Nuria; Grigorescu, AdrianaIn the context of widespread rural depopulation, recent global developments have sparked shifts in lifestyle preferences, underscoring the often-overlooked benefits of rural living. These changes have prompted many people to consider relocating to rural areas for improved quality of life and more tranquility. This study explores the differences in quality of life between rural and urban environments, analyzing key factors that impact individuals' perceived well-being within a broader societal context. Focusing on Spain, our research aims to identify the diverse elements influencing social happiness. Using data from a national survey on quality of life for 908 participants, we compared the perspectives of rural and urban residents during the pandemic, revealing a clear attraction effect toward rural areas. Our findings reveal a significant trend toward relocating to rural areas, but only those with good connectivity (smart rural areas). To effectively address rural depopulation and promote these regions, it is crucial to invest in comprehensive connectivity enhancements, including technological advancements, improved infrastructure, and wider availability of services. Methodologically, a comparative analysis approach was applied, using an analysis of variance (ANOVA) to identify differences and regression techniques to determine the influence of various factors on habitat happiness, understood as quality of life in social terms.Item Smart-optimism. Romanian city halls are embracing digitalization as part of their development strategies, aiming to deploy web-based platforms for public services, enhancing efficiency and accessibility for citizens. The COVID-19 pandemic has expedited this digital shift, prompting public institutions to transition from in-person to online services. This study assesses the adaptability of Romanian city halls to digitalization, offering fresh insights into public institutions' resilience amidst technological shifts. It evaluates the service provision through the official web portals of Romania's 103 municipalities, using 23 indicators for measuring e-service dissemination within local contexts. The research reveals notable progress in the digital transformation of services over time (2014-2023), with a majority of municipalities offering online functionalities, such as property tax payments, public transportation information, and civil status documentation. It also discovers disparities in service quality and availability, suggesting a need for uniform digitalization standards. The findings enlighten olicymakers, assist public institutions in advancing digital service delivery, and contribute to research on technology in public sector reform"Item Studiu de impact “E-guvernarea în municipiile României”–Analiza orizontală a Web site-urilor primăriilor municipiilor din România 2025(National University of Political Studies and Public Administration. Faculty of Public Administration, 2025) Vrabie, CătălinÎn ultimul deceniu, administrațiile municipiilor din România au trecut printr-o transformare digitală remarcabilă în furnizarea serviciilor publice. Acest studiu analizează un set de date cuprinzător pentru toate cele 103 municipii românești, examinând multiple dimensiuni ale gradului de pregătire pentru e-guvernare, inclusiv infrastructura de conectivitate digitală, furnizarea serviciilor publice online, cultura digitală organizațională și inițiativele sustenabile de tip smart-city. Statisticile descriptive și inferențiale arată că serviciile digitale de bază sunt acum larg disponibile – de pildă, două treimi dintre municipii dispun de portaluri de servicii e-guvernare pentru rezidenți, reflectând progrese considerabile încă de la începutul anilor 2010. Conectivitatea și viteza internetului diferă de la o localitate la alta, dar o mare majoritate (≈81 %) raportează disponibilitatea rețelelor 5G, iar vitezele medii de bandă largă ating ~90 Mbps la descărcare. Serviciile avansate sau specializate rămân inegale: doar ~18 % dintre municipalități dispun de aplicații integrate de transport public și ~22 % raportează sisteme electronice de evidență medicală. Datele indică, de asemenea, lacune în capacitățile interne: mai puțin de 20 % dintre primării au o strategie formală de digitalizare sau programe specializate de formare a personalului, deși aproape 70 % publică datele în format open și majoritatea respectă reglementările privind protecția datelor și securitatea cibernetică. Constatăm condiții socio-economice mai bune (indice de dezvoltare urbană mai ridicat, venit pe cap de locuitor) care se corelează cu o utilizare mai mare a serviciilor digitale, sugerând existența unei diviziuni digitale persistente. În secțiunea de Discuții, contextualizăm aceste constatări în cadrul mai larg al administrației publice și al guvernanței inteligente. Rezultatele sunt în concordanță cu studiile de impact anterioare care arată o adoptare rapidă a e-serviciilor după 2014, dar evidențiază și disparități în calitate și implementare. Analiza noastră subliniază necesitatea unor standarde digitale uniforme, a investițiilor în capitalul uman (competențe digitale atât pentru cetățeni, cât și pentru funcționarii publici) și a strategiilor smart-city integrate, pentru a asigura că toate comunitățile beneficiază de e-guvernare. The study is grounded in the premise that collaboration between local authorities and academic institutions can enhance the achievement of sustainable development goals. The research investigates the extent to which universities contribute to shaping the objectives and activities of local administration. The study employs a mixed-methods approach, integrating the analysis of official public documents with administering questionnaires to local authorities in cities with major university centers across Romania. The anticipated findings are expected to reveal varying levels of university involvement, highlighting the role of academic expertise in policy formulation and the degree to which local administrations leverage the knowledge and resources of nearby academic institutions. This research underscores the potential for stronger university-local administration partnerships to drive more effective and sustainable governance.
