Item General Principles of the Administrative Procedure. The Romanian Perspective(Babes-Bolyai University, Faculty of Political, Administrative and Communication Sciences, Public Administration Department, 2007-06-01) Bălan, Emil; Troanță Rebeleș, Dragoş TeodorFrom our perspective, the administrative procedure represents in a simple way the rules that apply to the activities of public administration structures (even if it concerns the drafting, the execution or the control of administrative acts or the realization of administrative operations). In the context represented by the need for reform and modernization in the public sector, the administrative procedure has to systemize, simplify and unify public administration activity eliminating the contradictions between the administrative actions. The reform and modernization of public administration needs in our opinion to state and establish in a clear and prescriptive way the rules concerning the general administrative procedure, in other words – the rules that guide the decision making process, that assures openness and transparency, the respect of citizens’ rights and interests, the efficiency of public administration. Our paper – “General principles of public administration procedure. The Romanian perspective” analyzes some of the general principles that apply to the administrative procedure as they are formulated in the internal legal order, principles governing the administrative procedures that are not yet systemized and unified in the form of one complex law, representing the first stage of our project. Taking into consideration the internal experience, our future research in this project will continue this study, in order to realize the comparative dimension in two directions – one representing the level and experience of the European Union Member States and the other representing the European Union dimension.Item Capitalul social - demers strategic pentru o guvernanță locală viabilă?(Revista Transilvană de Ştiinţe Administrative, 2011) Popescu, Luminița GabrielaIn this study the author explores the relationships between governmental public policies and social capital, with a focus on the case of Romania. The development of social capital as well as the development of links between social capital and civil society represents a strategic endeavor focused on overcoming the challenges local governance faces. From a theoretical standpoint, it can be argued that public institutions and public policies influence the formation of social capital, by means of developing mechanisms for stimulating the participation of the members of the sociaty in public affairs. From a pragmatic standpoint, it is very likely to have errors that will limit/stop the formation process of social capital. This study strives to prove that the viability of governance is ensured through: (1) a clear understanding of the role of the state, civil society, and the market; (2) a new institutional design and the existence of well established social capital; and (3) political will. The conclusion of the study, based on empirical data, is that for now social capital does not represent a support for governance. Even more, we believe that the current situation leads to the consolidation of authoritarianism and rigid bureaucratic structures.Item Socio-Statistical Research on the Internalization of European Administrative Space Principles in the Romanian Public Administration(MDPI, 2011-12) Matei, Ani; Matei, Lucica; Iancu, Diana CameliaThe authors propose an analysis of the public administration reform in Romania by assessing whether the Romanian civil servants perform their duties according to the regulations of the European Administrative Space. The paper offers a socio-statistic perspective on the internalization of the European Administrative Space principles, namely, the rule of law, openness towards citizens, and public administration responsibility in a Romanian context, after the European Union accession. Designed within the framework of modern theories of organizational sociology that see internalization as a process of organizational learning and change, and using a relevant sample of Romanian civil servants, the paper offers important and useful results for the future Romanian policies and strategies in an integrated European arena.Item E-learning platforms supporting the educational effectiveness of distance learning programmes: a comparative study in administrative sciences(Elsevier, 2013) Matei, Ani; Brosser, LuiseOver recent decades, the transformation of education through technology has created a more extensive tool for enhancing the Bologna process for increasing the quality, effectiveness and accessibility of higher education. In this context, literature supports the importance of Web platforms for education, in particular through comparative analysis, focusing on educational effectiveness and promoting quality education. Few studies have integrated the analysis with the economic issues. This paper aims to achieve a comparative study of Web platforms, in terms of raising the effectiveness of distance education, and the economic costs required to implement them. The research methodology is using, for the first time, an adapted version of cost-effectiveness analysis. Empirical research will be carried out on two platforms of e-learning - Learning Management System (LMS) and Moodle - used by our university to support distance education programs. The working hypothesis starts from the fact that open source software is cheaper than that developed internally, even if it does not fully meet the needs of the university.Item Logical Pillars of the Public Decision. From the Logic of Cooperation to the Political Market(Elsevier, 2013) Matei, Ani; Leoveanu, Andy ConstantinThe logic of cooperation substantiates the strategic powers of the public agents and their coalitions, thus bringing contribution to understanding the political mechanisms which determine the public decision. The public bodies, derived from a process of political choice turn into account the logic of cooperation in view to establish own managerial structures. In most situations, the political cooperation will represent a consequence of negotiation, based on political programmes, their compatibility as well as the voting power of the actors/political agents. The political market will represent the support of political cooperation and public decision, thus contributing to understanding of social phenomena such as the political or electoral ones. The current paper aims to emphasise the logical mechanisms of public decision in the context of the necessity to create post electoral coalitions, aimed at maximization of the impact of political options of the electorate. The empirical examples will refer to the recent local elections in Bucharest Municipality. The main tool consists in the "voting power" of the political agents and the results will substantiate a theoretical framework aimed to highlight the logical and systemic connections of public decision with the political market. The research methods will take into consideration both documentation and theoretical analysis, empirical research, modelling and statistic interpretation.Item Conflict of Interest and Integrity in Public Administration in CEE Countries. Comparative Anaysis(Alexandru Ioan Cuza University of Iași, 2013) Popa, Florin MariusCorruption is a threat to democracy, to the law’s supremacy, to social equity and justice, it erodes the principles of efficient administration, undermines the market economy and endanger the stability of state institutions. Research on corruption has particularly focused on the classification of its various forms in order to operationalize the concept of analytical judgment and practical reasoning. In this context, conflict of interest represent one of the main form of manifestation of corruption in public administration.Item The National Policy-making Process in the Context of the International Economic and Financial Movements(Elsevier, 2014) Dogaru, Tatiana CameliaThe international movements, known to our current society have a visible impact on national public policies. Therefore, a wise Government should implement a policy mechanism, which takes into account the involvement of various international actors on public arena. Romania by dint of European Commission, International Monetary Fund, World Bank through stand-by arrangement puts into practice a programme of measures that changed the view of public policy-making. The current paper reveals the changes of policy-making process under the involvement of international actors. From methodological view, and taking into consideration the theoretical and normative framework, the research is based on the matrix of interest factors, as well as on the reviews under the stand-by arrangements, achieving an analysis in a multi-actor context. Teaching and learning in an e-learning environment happens differently than in the traditional classroom and can present new challenges to professors and learners participating in this online learning environment. Objectives: The purpose of this article is to provide a framework for teachers for a better e-interaction with students. Approach: It shows the literature and research that focus on e-learning statistics. Results: Continuing to learn and try new methods of communication will aid in improved learning and foster teacher-student respect and collaboration. Value: There are effective techniques to presenting face-to-face material in the online environment that will allow the student to achieve a higher level of satisfaction of learning and cognitive understanding of the course material.Item Education - A Key Concept for E-Administration(Elsevier, 2015) Vrabie, CătălinThe paper aims to investigate the link between the actual level of e-administration at the county level in Romania and the educational system at the same level (I refer here especially to the education in the field of IT&C) in order to verify if there is a connection between those data. I will start from a previous research in which I radiographed the Romanian e-administration (January 2014), based on the Mark Holzer study a1qbout Digital Governance in Municipalities Worldwide. I will correlate it with data collected from all the Romanian ECDL centers (European Computer Driving Licence) knowing the fact that ECDL is an engine for what is called "intelligent citizen" (Stoica 2009). For having an accurate image on this topic I will look onto every county in Romania (41 in number) analyzing the official Web sites of municipalities as well as those from ECDL centers. The results I count on are a strong connection between education (on the field of IT&C) and a good e-administration, suggesting by this some new investments in the field of education. It is understood that the existence of Web platforms very well maintained doesn't imply that they're also used by the citizens or the business society. The new methods of administration don't need only innovative solutions but also "intelligent citizens". The value of this paper is the comparison itself. There are a lot of studies in Romania about the education, about the local administration but rare those studies are connected. More and more researchers stated that "education should come first", so I suggest that before investing in IT platforms and so on, to invest firstly in education. It is not only the personnel of public administration that need to benefit from IT&C education, but also those to whom these platforms address (the citizens).Item The Quality Initiative of E-Learning in Germany (QEG)-Management for Quality and Standards in E-Learning(Elsevier, 2015) Brosser, Luise; Vrabie, CătălinQuality in E-Learning is a critical success factor that is not easy to determine and achieve. In this paper, we aim to describe the challenges in quality development and show as solution approach, an innovative process management for planning, production and application of e-learning and the importance of quality standards. We will focus especially on small and medium-sized enterprises (SMEs), because in the SME sector, the special optimization potential is what the introduction of explicit quality strategies concerns. This paper illustrates at first the problematic and defines its quality development in education and training. Subsequently, appropriate tools and aids, used by both providers and users, will be demonstrated. The focus will be on quality standards and instruments for their application, which will be developed by the Quality Initiative E-Learning in Germany. In particular, the reference process model of PAS 1032-1 and the subsequent constructive first standard for quality management in education and training (ISO / IEC 19796-1) and the type of Quality Management Support Systems (QSS) are explained. (Item Regional Resilience in Romania - Between Realism and Aspirations(Elsevier, 2015) Iordan, Marioara; Chilian, Mihaela Nona; Grigorescu, AdrianaThe resilience of regions/locations as a possible response to the uncertainty and various rapid and volatile changes in the social and economic environment began to capture the attention of both researchers and policy makers. Based on the concept of regional resilience and selected indicators, the paper analyzes the development of the Romanian regions and their counties over a longer temporal interval, characterized by both growth and crisis and recession. The results indicate different development and adjustment patterns among the regions and among the counties within a region, but also some common trends of economic fragility, continuous restructuring and attempts at adapting to the ever changing socio-economic environment.Item Social Innovation in the Local Public Sector: A Cross-Regional Approach for Romania(General Association of the Economists in Romania (AGER), 2015-12-10) Matei, Ani; Săvulescu, Carmen; Antonovici, Corina GeorgianaSocial innovation could be understood as “new ideas (products, service and models) that, simultaneously meet needs and create new social relationships or collaboration” (Murray et al., 2010). For the local public sector, the social innovation gains endemic characteristics, connected to better use of local resources and human resources, as well as those concerning interregional or even cross-regional cooperation. For the time being, Romania undergoes a complex process of shifting to regional organization, which essentially involves important changes with genuine characteristics of social innovation. The most obvious aspects of social innovation are expressed by administrative innovation or systemic innovation. Of course, the innovation in the public services or processes for public service delivery becomes visible through citizen orientation, involvement of new material and financial resources. In this context, the current paper aims to emphasise the main characteristics of social innovation, determined by regionalization and administrative re-organizations. The cross-regional approach comprises interregional comparative studies and it highlights the instruments for evaluation of social innovation and their application in view to substantiate the comparative studies concerning the impact of social innovation. The research methodology comprises bibliographic syntheses, comparative studies as well as socio-innovative empirical researches.Item The Challenges of the Administrative Process in a Financial Crisis and their Effectiveness(Elsevier , 2016) Dumitrescu-Peculea, Adelina; Dogaru, Tatiana CameliaWhen we think back to the financial crisis which has been over for a few years now, we can only see the negative aspects. However, the positive aspects are incontestable. One of these aspects is represented by the efforts of making the public administrative processes more efficient. Managers of public institutions were obligated, due to lack of funds, to concentrate on creating and/or developing various mechanisms in order to optimize the internal processes with the intention of assuring the development of their activities and obtaining their overall objective. By doing this, they gained the importance of organizational functions such as internal public audits, internal managerial control and governess. The intent of this paper is to present the efficient process which took place in public administration sector of Romania during the financial crisis and immediately after. In order to better understand this procedure, a comparative analysis between the process implemented in Romania and the ones applied by the European Union will be discussed. There are analyzed some aspects of migration regulations and their implementation in cases of underage migrants in the European Union.Item Analysis of legislative changes concerning the registration of immigrants in Germany(The Union of Jurists of Romania and Universul Juridic Publishing House, 2016) Cocoșatu, MădălinaEuropean Union's Common Policy on Asylum, Immigration, Visas and External Border Controls has the theme of Title V (Area of freedom, security and justice) of the Treaty on the Functioning of the European Union (TFEU). According to data from the Federal Statistical Office, 1.1 million immigrants have entered the territory of Germany in 2015, and of these, 500,000 have filed documents to apply for asylum. It found that there are inconsistencies in the level of activity of the five authorities in Germany that registers refugees. In this paper we analyze the legislative measures adopted or are being adopted to streamline the work of public authorities involved in the management of immigrants.Item Exploratory study of the companies' economic performance using a social customer relationship management(Elsevier, 2016) Nițu, Valentin Claudiu; Nițu, Oana; Grigorescu, Adriana; Codrea, ElenaHe epistemological positioning of scientific approach involves the diversity of the viewpoints of academics and specialists, exclusiveness not being considered. This paper aims to reflect own contributions to the development of management theory and management practice in Romania. First of all, the proposed scientific approach is a positivist approach, because it envisages the interposition of own reflections, an observation of what is happening in the market, an authentic presentation as it is. The main objective of this scientific research is to highlight the importance of social media as a mean of business development by creating new opportunities through promotion and a better brand visibility in the market. In the literature we have outlined a number of methods to assess the way in which companies approach the CRM: call method, the interview, the questionnaire, etc. Quantitative investigation of this paper was conducted based on assessment questionnaire, addressed to the employees of some Romanian companies. The qualitative investigation was conducted at the end of the research, based on analysis and structuring the information obtained. In this paper there were analyzed three elements: management position with the implementation of a CRM system; CRM to SCRM transition and the use of the new SM technologies in the implementation of a CRM system; applying of a SCRM system using social media platforms. As a result of the conducted study it was found that the media is one of the main trainers of public opinion, if not the main, controlling the public sphere. It conveys information, but also it controls and steers the public opinion. Thus, SM can form quickly enough media crisis to lower the public favorability for certain companies or politicians. In this way, by resorting to specific Social Media tools, the companies can obtain crucial information for evaluating the consumer satisfaction, information that would be more difficult to obtain traditionally.Item Financial-Economic Indicators - Vectors of Budgetary Performance. Case Study Romania(Elsevier, 2016) Dumitrescu-Peculea, Adelina; Sopu (Mișa), Monica RoxanaThe actions taken in order to make public administration more efficient within the last few years have been concentrated on optimizing the internal processes within public institutions. In doing so, an emphasis was placed upon the method in which public financial resources are utilized. The accumulated experience in theory as well as in practice has shown however, that optimizing the processes of planning financial resources is just as important. As a result, the emphasis can be placed on the efficiency of budgetary processes. To evaluate the budgetary performance a series of financial-economic indicators can be used in order to quantify the method in which financial resources are used, as well as producing a plan for their application. The use of statistical analysis and the evaluation of official data which is offered by public institutions, on the basis of which financial-economic indicators are calculated manages to distinguish this paper from others. The conclusions of this study focuses on the expressivity and usefulness of these indicators.Item Educational barriers for disadvantaged groups in entrepreneurship(Elsevier, 2016) Grigorescu, AdrianaEntrepreneurship on the small and medium size is considered to be the 'economy engine', at the same time it represents a reservoir of jobs. Self employment through an entrepreneurial initiative for micro business could be a way of subsistence income generation. There are plenty of educational programs focused on entrepreneurial skills, but they are mainly focused on the educated segment of potential entrepreneurs to teach them how to start a business. Specific ones are addressed to youth to access programs that are financing start-ups for bachelor degree graduates. There are also disadvantaged groups, as women, Romany, migrating, refugees, persons over 50, unemployed in rural areas, persons with disabilities that are interested in finding a source of income by starting their own business, but they are facing with limited knowledge, less self-confidence, lack of fund and not supportive attitude of the environment. The ELIEMENTAL Braking Down Barriers for Enterprise Project aims to high light the barriers of the disadvantages groups from 4 countries (Greece, Poland, Romania, UK) in staring a micro business and designing a training program. Knowing the barriers, that are considered by the studied group to be most important issue that are keeping them away, give us the opportunity to act on and to design tools for overcoming. After analyzing the results of a survey on the barriers and need of the targeted groups, it was designed a training program with two components: a training course and a mentoring to be tested on the target groups. The results of the testing process were partially unexpected from the evaluation point of view of the skills improvement. It was offered a different approach angle and new issues of concern on the training process design. The paper is presenting the results of the training and the discussions about the mentoring process.Item Towards a Global Pact For The Environment(Universul Juridic, 2017) Moroianu Zlătescu, IrinaOn the occasion of the UN General Assembly in New York on September 19th 2017, the French President Emmanuel Macron presented the draft of the Global Pact for Environment in front of Heads of States and Governments, representatives of the civil society and of the private sector, the 193 member states of the organization, in the presence of the UN Secretary General Antonio Gutteres and of the President of the French Constitutional Council, Laurent Fabius1. This pact, if adopted, will complement the legal building of the fundamental human rights norms created by Rene Cassin2, reinforced by Karel Vasak3 by creating the three generations of rights4. Each of these generations could now have its own Covenant. For the first two generations of rights, the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights were adopted in 1966. For the third generation, this new Global Pact will come to cover the most part of rights. It will be the one that will lead mankind to "act for the planet, to act by law”Item Erasmus+ Social Entrepreneurship. A New Formula for Exploring the Creativity and Innovation for Young People(National University of Political Studies and Public Administration, 2017) Rădulescu, Crina; Sandu, CristinaThe driving forces behind the redesign of the Erasmus programmes were the EU and the national initiatives in knowledge, innovation, education, digital society, green production, competitiveness, job creation, skill acquisition and in the fight against poverty. The European Commission (2014) has stated the great importance of education, training, youth and sport in helping to tackle the key challenges that Europe is facing both now and in the next decade. Key action 2 of the Erasmus+ Programme “Cooperation for innovation and the exchange of the good practices” promotes innovative actions for enhancing employability and entrepreneurship, namely “Knowledge Alliances” and “Sector Skills Alliances”. Following the important aspects of the Key Action 2 of the Erasmus+ Programme, the paper aims at identifying the current concerns and partnerships in using a new formula for exploring creativity and innovation in young people: Erasmus+ Social Entrepreneurship. The arguments for the current research are: firstly, the great focus on the issue of social entrepreneurship and Erasmus+ in educational programmes across Europe (Euclid Network UK – projects of Erasmus for Social Entrepreneurs; Salto Youth network European Commission – training course Using Social Entrepreneurship in Erasmus+); secondly, the great need in identifying innovative solutions for youth employment (the youth unemployment rate reached a new historic high of 23.5% in February 2013, Eurostat, 2013); thirdly, the fact that social entrepreneurship represents one of the most effective and innovative solutions to youth unemployment and poverty reduction (the “Erasmus for Young Entrepreneurs” Programme of the European Commission aims to increase the number of start-ups, to boost their resilience and to create jobs). In order to achieve the aim of the paper, the research methodology will employ two main sections: - The first section – an empirical study of successful Erasmus stories from within the National University of Political Studies and Public Administration, Romania in its cooperation with partner-universities. The objective is to analyse and identify the labour insertion opportunities for Erasmus students after attending this programme. The empirical study will make use of questionnaires completed by former Erasmus students within the National University of Political Studies and Public Administration, Romania with partner-universities and statistical data obtained; - The second section – a descriptive analysis of the current initiatives in Erasmus+ and Social Entrepreneurship, connected to the empirical study’s results. The objective is to identify the partnerships and financing opportunities for Erasmus+ and Social Entrepreneurship across Europe. The descriptive analysis will make use of reports and documents at European and national levels.
