Item Assessing the Involvement/ Development of Civil Society as Part of the European Integration Process of the Eastern Partnership States(Civil Szemle Foundation, 2023-12) Costea, Ana Maria; Melenciuc Ioan, Ioana Roxana2023 marks 14 years since the European Union (EU) launched the Eastern Partnership (EaP) Program, an instrument that was designed to respond to the vulnerabilities and threats specific to the six Eastern European countries that were not part of the EU (the Republic of Moldova, Ukraine, Georgia, Belarus, Azerbaijan, and Armenia). After several series of critics, the EaP was revised in 2017 in order to break the one size fits all policy and, thus, to be more adaptable to each specific case. Although the Program was not designed and still is not a platform for future accession, two out of six states are currently candidate countries to the EU (Moldova and Ukraine), fact that emphasizes even more the importance of the EaP as a platform used to start the integration process. On the other side, one critic that still stands is represented by the fact that it does not offer any security guaranties against external threats, fact that was seen in 2014 with the annexation of Crimea and in 2022 when the war in Ukraine started. In terms of tangible evaluation of its results, the EaP indexes were launched in 2011 and the European Commission's reports regarding the 2020 deliverables represent ones of the most important tools for measuring the integration level of each country. Since the war threatens the stability and the security of the entire region, if not of the entire continent, one aspect that tends to be overlooked is represented by the importance of civil society and active citizenship. The present research aims to assess the level of development and involvement of the civil society between 2011-2022 throughout all six EaP countries. It is also emphasized the role of the civil society and its development during the periods of crisis, as well as the link between external funding and the sustainability of the activities performed by the civil society.Item POLICY EVALUATION IN EUROPE: A COMPARATIVE ANALYSIS OF CURRENT TRENDS OF INSTITUTIONAL DEVELOPMENT AND METHODOLOGICAL CONVERGENCE(2025) Melenciuc Ioan, Ioana RoxanaPolicy evaluation systems in the EU and EU Member States have evolved differently over time, due to different adoption patterns, institutional frameworks, and the integration of the EU acquis. This comparative analysis focuses on the evolution of these systems, especially covering the dynamics over the last decade (2015-2025). While the subject of an emerging evaluation culture at European level is set aside, the evolving influence of supranational frameworks through the transposition of regulations and practices from the European to the national level is considered the key element for a systemic understanding. The analysis reflects a comparative approach, conducted considering variables such as the level of centralization of processes, the legal framework, the development of evaluation capacity, the sophistication of methodological approaches, and the involvement of stakeholders in the evaluation processes. Even though the endeavour cannot be exhaustive, having evident limitations in mapping variables at the level of all Member States, it reflects relevant examples in a comparative manner, serving as a good tool for an overall understanding of public policy evaluation practices in the EU.Item Posted workers on the route to a European labour market: Case study: OSH-related vulnerabilities of posted workers in Spain(Alexandru Ioan Cuza University of Iasi, 2019-04) Dodi, Ioana Antoaneta; Melenciuc Ioan, Ioana RoxanaThe article aims at analyzing the main problems of posted workers in the European Union, especially the elements linked to the relationship between national and European authorities, taking into consideration the European multilevel governance system. The research on which this article is based on is the result of a project that encompasses 9 national study cases, with the aim of understanding how the EU-regulation and national OSH systems affect the health and safety of (posted) workers in a transnational workplace. The data used are gathered through desk-research, as well as fieldwork. The study-case presented within the article is that of Spain. Muddling through the complicated and complex institutional framework, we identified that the main vulnerabilities of the posted workers are related to the a) inequality of payment for the same work; b) poor living conditions; c) cultural and language barriers; d) lack of health insurance and different regulations on work accidents; e) poor representativeness.
